How do you turn off the anti-theft system for a '98 Pontiac?

My dad and I cant figure it out and he said he has already tried pulling the negative(black) cable out and reattaching it already. With it on we can't even start the car. Does anyone know how to turn it off?

Normally if you turn the key to the "run" position and leave it on for about 10-15 mins the security light will go off and you will then be able to start the car.
