Heater Inop 1988 Chevrolet Pickup

Question for a 1988 Chevrolet 1/2 Pickup w/ AC.
25 Amp Heater Fuse blew today while selecting blower from high speed to low speed, Electronic Display/Control Panel will not illuminate/Inop. Replaced fuse blew instantly, Disconnected blower and A/c compressor and 25 Amp Fuse still blows.
Looking for possible componets which may be at fault.I would like to know location of blower relays and resistor. Any Help is appreciated.

FYI
I found the relays and the resistor behind the glove box.
After disconnecting all the components to verify none of them at fault, I started checking the wiring. I found that several wires were shorted to ground in the main harness, behind the cassette deck bracket. There actually 6 wires chafed into the core of the wires and 2 pinched and shorted to ground.

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
