hard start in very cold weather

I have a 1998 s-10 pickup with a 2.2L engine, and 87000 miles on her.
For the last 2 years I put it in the garage for the winter because when the temperature outside gets between zero (0) degrees and 17 degrees above temperature, the old girl just cranks over and will not start, eventually it does after an hour or more (depending how she must feel) it does start but it is not a reliable vehicle to take to work on a cold day.
I know you need fuel and spark, at one point I had it in the garage and it was acting up (2 years ago) I sprayed some starting fluid in the throttle body, and the old girl would just crank over but no start, I took the #1 plug out to see if I had spark dried it off cranked the engine no spark. I have replaced the Ckp sensor, cmp sensor, IAT sensor, wires plugs,coil packs (2 of them), control module. It has gotten a bit better starting this year in the garage but I would like to take it out in the winter to go to work with out having to worry it wont start for a while. During the summer it starts fine. thanks for any input.
