when the car is at an idle the thermostat runs up and the heater blows cold air when i am driving and the engine is running at 1500 rpm or over the heater workd fine and the thermostat operates at around 190 degrees and properly

Hi, as far as the heater, less flow through the heater core at idle. It's a heat exchanger, more flow, more heat exchanged. In my opinion.
