vehicle slows all the way to a stop when i try to turn left or right in to turn into a parking area. even when backing out while turning the steering wheel it slows all the wait to a stop.

Sounds like the brakes are locking -up/dragging due to the caliper piston not retracting, a collapsed brake hose acting as a check valve and internal problem with the ABS unit.
