How do I tighten / adjust emergency brakes?

I changed both front and rear pads, bled rear only as disconnected caliper to calapse them.

Emergency brakes do not apply much stoppin power, will not even hold ar when in gear and idling.

Please advise.

You need to pull the rotor off. If this is your only vehicle, pick up a set of shoes and hardware and rotors. in the event they are shot. IF they are good # 5 is the adjuster wheel.
