1997 GMC Jimmy Four Wheel Drive

I'm having an issue replacing the headlights in this car. I'm trying to make the lights look blue, but even when i buy the blue lightbulbs, they don't look blue. is it the light bulb or something in the car itself (like the reflectors on the inside or the cover)????

It is illegal to have blue headlights...the blue bulbs are not supposed to actually light up blue, they are supposed to be bright white instead of the dull yellow most headlights are.
