There is a drain-back valve in the fuel pump/sender assembly that is probably allowing all the fuel to drain back out of the lines. About the only way to check it is with a fuel pressure gauge hooked up while it is happening. Make sure that the fuel pressure comes up to spec and that it does it one the first key-up cycle.
