no communication

Engine light was on and running rough. Mechanic checked it and said he could not read computer. Said parts were ecu 218-11795 (16197427)(delco)and prom 16239464. I gave him a pick and pull I got with no results , then a reman Cardone ecu from O'Reilly;s and put in the old prom with no results. Finally Mechanic got the genuine parts and it still does not read. He has thrown in the towel and has told me to go to electrical specialist. Any ideas.?

There is an AUX fuse #7 that I would check for power and to see if it is blown. Here is a guide to help and a diagrams of the ALDL connector so you can see how it works.
