1991 GMC Jimmy white smoke

I just bought this vechile from a private party the guy said never burns oil etc. When I start the car white smoke comes out of the muffler so I told the guy I need him to smog it it pass and the mechica which is the guys mechanica said the valve seal are worn he said he drilled holes in my muffler to let out the condensation on the muffler it still smoke she I call the gut back

Hi:
White smoke is usually an indication that coolant is getting into the combustion chamber. This is usually the result of a bad head gasket or other problem with the head. You may want to have a second opinion on the topic.

Also, why would anyone drill holes in the exhaust system? First, it will not pass inspection, and second it increases the chances of CO2 poisioning.
