Hi, can the fan clutch be permanately locked i.e. is there a screw which can lock the clutch hub?

no. and why would you wanan do that? it would bog your engine down so bad.

The temps get up to 45 degrees and I need more cooling? I am not too fussed about the drop in power as long as I get more cooling?

your aware that the cooling fan is only serving a purpose when the vehicle isnt moving right? if you want cooling all the time best thing to do is buy an electric fan or two and put them on the radiator they sell kits that should fit and then you can remove your fan thats on it or keep it. youll boost up your power quite a bit and get more cooling

or you can have your fan welded.
