Suspect faulty blower motor resistor. The blower motor resistor is used to regulate the motors speed. When you select a higher fan speed the blower motor resistor will provide less resistance to the blower motor allowing it to spin faster thus moving more air. If the resistor pack has completely failed, it can no longer resist the currents passing through the wiring, which will cause the blower motor to continue to run.
