I just got brand new tires put on Sunday, expensive tires and front end alignment. When I am driving down the road, I hear a sound that sounds like my tire is flat like a flapping noice. When I get out to look it is fine, nothing is flat but sounds like it is. Should I take it back to the place and have them look at it?

Most brand new tires (sticker tires) have labels or stickers on their treads. This would cause a flapping noise if they were not removed prior to installation. If these stickers are not on any of the tires then I do suggest returning to have them checked out.
