2000 GMC C3500 not if fuel pump is out

Hi I have 2000 GMC 3500 dually. My daughter was driving it and it died, had it towed home. Week later I get home and try it. It starts and I was able to drive it around, then it died on me, now it cranks but not getting fuel it seems.I had the fuel fitler changed about a 2weeks or 500 miles before this all happened

Do below to determine if its fuel or spark problem

Get a helper disconnect a sparkplug wire or 2 and ground it to the engine -have helper crank engine over-do you have a snapping blue spark? If so-you have a fuel related problem, check the fuel pressure to rule out the fuel filter/fuel pump/pressure regulator and listen to the injector/s are they pulsing or hook up a noid light. No snapping blue spark continue to troubleshoot the ignition system-power input to the coil/coil packs, coil's resistances, distributor pick-up coil, ignition control module, cam and crank sensors and computer Note: If it doesn't apply disregard it

Checked spark all good. Could the relay be bad or could a screwed up fuel filter do this?

Do you hear the fuel pump come on for 2secs if so were right back to Sq1 checking the fuel pressure to rule out the fuel filter, fuel pressure regulator and fuel pump-The fuel pressure should be 60-66psi. Now no fuel pump come on within that time -Check the ECM B fuse 20amp and fuel pump relay. Report back your findings
