1995 GMC C2500 4L60E wont go into 2nd

If I rev it up to 2800 rpm and let it fall to 1500 rpm then 2nd will engage and continue driving normally. Fliud, filter, and "A" and "B" shift selenoids are new. I did NOT notice any burnt smell or dark fluid color. Everytihng appeared normal. I have internal ABS sensor rings, my scanner picks up the code for each sides sensor rings. Does this have anything to do with it. Engine, 350 TBI, also running rich. Is my ECC going bad making the transmission not work and engine run poorly?

From my inbox today: So when the tranny revs up to 2800 rpm and drops down to 1500 it is bypassing 2nd gear all together? If so Im looking at rebuild and replace.
At least the parts in the bulliten.
