Hello, it seems to me that you have run into the act of Electrolysis, chemical reaction between steel and aluminum, just add water, static current from wheel rotation, and they will fuse over time. Add road salt in the winter and it will happen even faster. Try this, get a heat gun and warm up the centre of the rim, (do not over heat, if you know a welder, ask if he has a 200deg"max" grease stick that you can borrow), this where it locks up the most, the rim will expand, and hopfully brake free. If this helps, before putting back on, clean all part, take a half moon file(fine cross cut) and open up the centre of the aluminum rim a few thou, paint the hub or drum with a rubberized based paint, most likly will only find this in pints. Pick some NYK (corrosion preventive compond) or also known as Di-electric grease, and put a thin coating with a cloth on the back of the rim face, and in the centre of the rim. This should help to prevent this from happenning again. Let me know if this has helped.
