The starter is not receiving enough power. We have check the battery and the alternator they are both fine. It just clicks and the starter is good.

How did you check the starter? Also, did you check the starter relay? Finally, have a helper turn the key to the start position while you check for voltage to the smaller wire on the starter. You should be getting 12+ volts. Let me know what you find.
