Hi,
The most common cause of this is a faulty blower motor resistor. The resister is located under the dash on the passenger side and mounted on the blower motor housing. It is inexpensive and very easy to replace. It's held in by two screws.
If you look at the directions below, they show how to replace one. Since it works on high, this is my first suspect.
