1998 GMC C1500 anti lock

while slowing to a stop, below about 5 mph it seems like the antilock system kicks in, although not all the time,get a shuddering in the brake pedal. think it started after replacing front brake pads about 3 months ago, have checked front and rear brakes everything seems to be functioning properly. Could the pads just be to hard or is this likely a sensor problem? Any ideas would be appreciated.

Hi:
I recommend having the system scanned for trouble codes. It's most likely a sensor, but you'll need to know what one needs replaced.
