If you think it is a fuel issue, Use a fuel pressure gage to double check pressure. I'm not sure of litre size of engine? There should be a prime connector for the pump, underhood, driverside fender lining, close to firewall, red wire with electrical connector, nothing pugged into it. If you use a jumper wire run B+ from battery to connector, the pump should run. You don't have to use the key. Use an inline fuse on the jumper. If the pump won't run, check for good B+ and ground at the pump, if that checks out and no pump action, sounds like the pump.
The 1406 is an egr code, could cause problems.
