1994 GMC C1500 smoking engine

my sons vehicle ran out of gas.after filling it up it started to smoke slightly,within 20 miles it was as if someone was pouring oil down the throttle body.I've changed the plugs,wires,cap,rotor,intake and valve cover gaskets.the pcv valve,hose and cleaned the pcv throttle body port.if you pull the oil fill cap off it will raise the rpm by over 500rpm.There is a huge vacuum coming from the fill cap.There is vacuum at both ends of the pcv the hose side and the valve cover side.I'm baffled

Black
White with a blueish or purplish hue.
