1989 GMC C1500 tail lights and instrument panel lights

for some reason when i turn the relay switch on for the lights the instrument panel and the tail lights dont turn on. i checked the fuses and they seem fine. what else could be the problem?

check your grounds on the tailgihts and dash. Also make sure your battery cables are clean as well.
