1989 GMC C1500 fuel pump fuse

1989 GMC C1500 V8 Two Wheel Drive Automatic

my truck woent start, thought it was fuel pump or fuel filter, so i changed both and still woent crank . i found a fuel pump fuse under the hood near a fuel pump relay and the fuse was blown ,so i put a new fuse in and it blew aswell - what can cause the fuel pump fuse to blow? must have short in wiring if fuse keeps blowing. need to inspect the fuel pump wiring circuit to ensure no wires are damaged .
