My grandson is not able to open the hood on his car For a time after the problem occured he was able to use a pliers andpull on the release cable inside the car to open the hood. This no longer works. How can he open the hood to relace any needed parts?

I would have someone push lightly down on the hood and try the cable with pliers again, if you get it open, do not shut it until the cable is replaced.
If it doesn't work the cable may have detached from the latch mechanism.
If so, the you can try jacking up the car, removing the stone shields and try to reach it from underneath, or use a slim-jim through the grill.
Last resort would be to take it to GM or Toyota and see what they advise.
