1994 Geo Prizm fuel pump not getting enough volts

i changed the fuel pump and it doesnt want to start now. i exchanged fuel pump and it still wouldnt start. i checked all relays and fuses w/ a meter and are all good. im getting 12 volts all the way to my gauges and then only 3 volts after that. is it the wire?

Voltage drop problem-start checking the wires and also the fuel pump relay

i did check the wires and they r all intact.
