1993 Geo Prizm Is there something wrong w/ my radiator fans

When I am driving on interstate or inner city roads, my a/c is cold and the engine temperature is normal. However, ONLY during the hottest part of the day 12-1, when I am sittnig idle, such as in a drive-thru line, my a/c will feel warm or more like less cold than usual and the engine temperature spikes up to HOT. As soon as I start driving, the engine temperature goes back to normal. While it was hot one day I parked and opened the hood. The two large fans on both sides of the radiator were not spinning. I turned on the a/c and they still were not spinning. Can anyone tell me what is wrong? And what I could do to find out or fix it?

If you disconnect the fan switch the fans should run (backup system). If they run then fan switch is bad.

Remove the fan connector and connect the fan motor to 12V, if it runs, then relay in the relay/fuse box inside the engine compartment is bad.
