when cold won't start i have putting heater under neath it seems to help I bought new starter twice but can't even break starter bolt. had a tech come over and swore up and down that the starter wouldent do that i said ok what about the seliniod ? no go with that either. I'm a vet and go the the va hospital a lot during the winter months i need to get there i really need help on this one i know you heard the old strory ( Im on ss ) so if there is a cheap way i sure can use it dan

Does it crank over and will not start or won't crank at all nothing/nada

nada sometimes if i leave the key on holding the key all the over for at least 45 seconds I have lights and it is a new battery

Okay check for power at the starter solenoid black and white small wire while holding the ignition switch to start position-do you have it-if so the starter is not good. Power present check and test the P/N switch and ignition switch-And recheck the battery and connections.
