1991 Geo Prizm Hard to start when cold...Help please!

The car was put in the shop and the distributor was changed and had a tuneup. When i got the car back,it was making a hissing noise from the breather and it was hard to start when cold and backfired when trying to crank.The car was parked because it became impossible to start.Me and my brother a year later thought about the timing and it was timed wrong.Corrected that and the car is still hard to start when cold but it does start and once warmed up it runs like a soldier.It hesitates when coming to a stop or red light,I have to click it to neutral to keep it running....What could be the problem

Make sure the plugs are not loose and torqued properly. Inspect the PCV valve and oil fill cover, make sure the PCV is working and the oil cap is on snug.
