Turn signal quit working, but emer. flasher still work

1991 Geo Metro, 1.0 liter, 69,000 miles. The turn signals worked when I recently bought this car then quit working. Checked the turn signal switch and it is tested ok. It appears that the emergency flashers are on the same circuit as the turn signal (according to the manual) and the flashers still work. I haven't changed the relay since the flashers still work. All the fuses check good.

I would check the fuses then replace the flasher, same unit, different cicuit, the alternative is a short needs tracing...
