Electrical problem

My driving lights work, my high beams work but when I turn my switch to turn on the headlights on they go off ....the headlights are always on while driving but not the tail lights so at night I can either have headlights or tail lights the garage told me it was the switch and the stearing colum would have to come apart to fix it is this something I can do on my own? Thanks
