1997 Geo Metro One dim headlight

On my 97 Geo Metro the passenger side headlight is dim.
I have switched the bulbs from side to side and the problem stays on the passenger side. It also stays dim with the high beam on. I have checked the voltage and it is getting voltage to the plug but it is getting voltage on 2 of the 3 terminals at the same time. I checked the ground and it is good. Can you help me figure out what the problem may be. Thanks.

Most likely the ground find black wire follow to body see if clean and tight.
