1995 Geo Metro Intiial timing

1995 Geo Metro Front Wheel Drive Manual 80k miles

When the test/gnd is jumpered to set the initial timing, no change is observed at the light. ECM has no error codes and the engine is running great at 45 mpg. 95 Metro, 1.0, (OBD I) any ideas?
