gauge cluster not working

All lights turn on but speedometer, tachometer, gas gauge, oil gauge and temperature gauge. fuse 11 is perfect i can’t figure out the problem.

Hi,

Fuse 11 powers the seat belt switches. In the same fuse box, check fuses 1 and 17. When you check them, make sure there is power to them as well.

I attached the wiring schematic related to the instrument panel. Note Fuse 11 goes to the seatbelt switch.
