Hello,
When fuel gets added to the tank, the air in the tank needs to escape allowing the fuel to enter. If the vent valve for the tank is clogged it will not let the air out. This will create pressure buildup in the filler neck and the fuel will not enter the tank and will come out from the top.
It will be a good idea to check the filler neck for any restriction as well.
Are you getting any codes? Is the check engine light illuminated?
Many times, with EVAP issues the engine light gets triggered.
