Remove that fuse and stick a ammeter into that empty fuse socket. The turn the key to run. The ammeter should not read more than 15 amp on the dc scale. Actually it should be much lower than 15 amp, below even 5 amp, but 15 amp will blow the fuse, so start disconnecting each item one at a time on that fuse's circuit until the ammeter drops safely below 15 amp, the find out why that item does not work.
I have included a diagram showing everything on that circuit starting with the light switch, instrument cluster, etc, all the way to diaganosis energy reserve module.
Or of you prefer, you could stick in a 15 amp automatic resetting circuit breaker into that fuse socket, turn the key to run and look to see what does not work. Although there may be somethings that may be difficult to see but most you can just look at the lights.
