Fuse problem with parking/tail lights

I have used a light tester and there is no power to the fuses for these lights. I checked the relays and they are fine there is nothing missing and I am stumped. Is there anything I can do? Thanks.

There is a parking light relay that supplies power to those fuses. Here is a wiring diagram so you can see how the system works.
