Battery drain, mechanic found a drain in fuse 1 under the hood, where is it located?

Vehicle listed above has a battery drain. The mechanic found a drain in fuse 1 under the hood but can't track it. Gauges not working, radio and interior lights will come on without the key being turned on. Sometimes I'll hit a bump in the road, and it will work, but not often.

It looks like the fuse 1 feeds many systems which I have included int he images below. I did notice that the seat controls are on this circuit which will drain the battery down. I would check the switch control switch or feel the motors under the seat to see if any of them are warm which will indicate a battery draw. Please go over this guide as well:

Has the wiring been tampered with? The only way the radio can go on by itself is the window safety relay. Check out the images (below). Please let us know what happens.
