Will not start, half of the fuses have no power?

2001 TOYOTA CAMRY

Only have of my fuses under the hood and inside of cabin test they are good but other half are good fuses with no power at all to them, and my car won't start.

This can be caused by the ignition switch, here is the power distribution wiring diagrams so you can see how the car is powered and a guide to help you test for power.

I have also included the ignition switch replacement instructions as well in case you need them.
