Please understand that this vehicle isn't offered in the US, so my technical information is very limited
F03E Fault: absence of communication with the rev counter unit ECU or the odometer warning lamps unit
What I suggest is to start by checking the fuses to determine if one is blown. Here are a few links you may find helpful:

You will need to have the system scanned to determine the source. Do you have a scanner? If not, you really need to have this done.
