Yes, the ground is the likely problem. If that doesn't take care of the problem, remove the fuel pump relay. Each pin should be numbered on the relay. To check if the pump works, jump pins 30 and 87. That should power the pump.

Let me know what you find or if you have other questions. Also, if the ground for the pump is damaged, the power circuit can't be completed, and the pump won't run.
