fuel pump not working

fuel pump will not run or prime. replaced the FPCM and replaced the fuel pump. fuse are good. and the grounds are good. can straight wire the pump and will run. any ideas?

It sound sliek the fuel pump relay is bad. To be sure this guide can help us fix it with the fuel pump relay location in the diagrams below:
