Fuel pump issue?

I fuel pressure tested my car and I turned the key but didn’t start it and I git 10 PSI... Then I started my vehicle and got 45 PSI... I’m pretty sure that it’s supposed to stay 45 PSI before you start and after you start the vehicle... My car also stalls a lot while driving it shut off on me earlier and wouldn’t start with a jumper cable and only started after I put starter fluid in there.

The fuel pump still makes a sound when I turn my key before cranking it... So, is it a bad fuel pump or just a bad fuel filter?
