fuel pump

how safe it is to replace a fuel pump with out starting a spark with the fuel pump in gas when turn key on?

As long as the connector and terminals/pins are not exposed or shorted there should be no spark. Please ensure that there are no shorts in the wiring before attempting this though as a shorted wire could generate heat or a spark.
