Fuel pump relay is buzzing?

The fuel pump won't kick on and one of the relays is buzzing up under the passenger side dash. I replaced the relay still buzzes. I don't know what the problem could be.

Usually this will be caused by a bad ground, weak battery or a shorted accessory. Does the engine crank over? Which relay is buzzing can you upload an image?

Cranks won't start. Replaced fuel pump, still won't kick on. Still buzzes when it doesn't buzz the back air suspension will turn on and run. When it is buzzing back air suspension won't run.

Thanks for the video. Did the relay make the noise before the fuel pump, replacement? If not, I would remove the fuel pump and get another one because it sounds like it is defective. Thanks for the video, it helps. Also, there is a ground wire off the relay and fuel pump in the left kick panel, and the relay ground is at the right end of the engine, I would check these grounds first. Check out the images (below). Please let us know what happens.
