when the fuel pump is in the car it will not work, but when i hook up to battery it works. any ideas?

Most fuel pumps work in a similar fashion. You turn on the key, the ECM turns on the fuel pump relay or control module for two to three seconds to pressurize the system. Then it turns off until the ECM sees signals from the engine that it has started and is running, then it turns the pump back on.
Common causes for the pump to fail to operate are blown fuses, bad pump relays or control modules, bad pumps or bad wiring.
In your case you have tested the pump and it seems to operate. That leaves the fuses, wiring and control systems. A common failure are the fuel pump relays and the pump connections.
Because that particular version was never sold in the US (we got the Forester in 1998 with the 2.5 and no turbo) I do not have a good wiring diagram to go by to trace the wiring.
