There could be several reasons for this, but try this first, check the ECMB fuse in the fuse box on the left side of the dashboard. Next, switch the fuel pump relay (located under the center of the instrument panel) with an identical relay [there is at least one identical relay in that same fuse box, if not, there is one in the under-hood fuse box]. Try to start the engine normally. If it does start normally, then the problem is a defective relay.
If not, try this, Use a multi-meter to check the white wire (terminal D) of the four wire connector coming from the distributor to see if it pulses voltage when the engine is running. If not, the problem is likely a faulty ignition control module. If so, check for corrosion at the connector going to the fuel pump.
