Went to start vehicle but just flooded so bad filled cylinders with gas and drained into the oil pan. I kept trying it and finally would not fire. Figured out through the internet the fuel pressure regulator went on it was bad changed it but will not start now. More from the internet found the EEC power relay tested okay. Checked the fuel pump relay the test explained to check number two and number four wires are okay. When I jumper number three and number four wires to manually activate the fuel pump this is not supposed to start the fuel pump until I turn the ignition key on but it starts the pump with the key off. Would there be something in the ignition that is sending power there all the time?

Couple questions you say the fuel pump runs all the time no matter what? And what do the spark plugs look like can you send me a picture?
Please let us know.
Cheers, Ken

Thanks for getting back. The pump keeps going when I do the test. Power when I jumper the wires should just be when the key is on. The plugs were pretty good and I put new ones in now. Old ones gone

I got time to try starting my aerostar van finally but not sure if anything is close to being right.I just had a test light so hooked it up the way you explained and hard to figure out but what we got over and over was 2 long and 6 quick flashes then 1 long and 5 quick flashes then 9 quick flashes then 2 long and 4 quick flashes. This would repeat over again one more round of all then seemed to flash 7 long ones or 4 long and bit of a hesitation then 3 long then would just stop.I am not sure if this is close but we counted with the test light many times and the engine light on the dash was the same flashes over and over.I have a digital meter but read it needed an analog meter to do it. Thanks for being patient and continuing to answer.

Well thanks for being so helpful and responding. The codes meant nothing like you said but somehow with taking the fuel pump relay and the eec power relay apart from their connectors and putting them back together again many times while testing them when I was checking the codes while turning the key off and on I noticed that the fuel pump started cycling. I had put on a new fuel pressure regulator on which was the original problem but didn't start the pump. The motor started today and finally smoothed out after awhile but I am going to check the fuel pressure when I can get a fuel pressure tester. Thank you so much for this web site that we can share our problems and you bare with us and I will keep an eye out to maybe help someone else.A word to the wise if your fuel injected motor starts flooding don't keep trying the engine will never be the same. THANK AGAIN

Hey sorry I haven't got back to you but have been away. I finally tested the fuel pump on the rail and got 35 lbs with the switch on and then when I started the motor there is 30 lbs or a little less if it is reved up. Should there be bit more. Thanks for being patient.

That sounds normal. Does the engine run on starting fluid?
Key On Engine Off 35 - 45 psi
Key On Engine Running 30 - 40 psi
Please run this test and get back to us.
Cheers, Ken

Thanks for the reply. The engine runs and I have had it for a drive. It won't idle very long stopped before it stalls but starts right up again. I here the pump cycling and when the engine stops the pump pressures up and stops till I start it again. When the motor is running it serges then stalls if I don't keep my foot on the pedal some then it will keep running. Thanks again

Can you tell me if the engine stalls when you are coming to a stop? Can you video the car and upload it here in your response?

I can come to a stop put it in park then it stalls out sitting idling. Sorry I am not able to video or upload don't have the right technology I am from the old school. I can keep my foot on the pedal a bit and it will keep running. No real adjustment on the linkage to speed up the motor a little bit as you could on the old vehicles with a carb. Thanks for staying with me.
