I filled my fuel tank to the full line and then it started leaking fuel underneath the car on the drivers side.

Welcome to 2CarPros.

Sounds like either the seal on the pump housing or the pump itself has cracked. Not an uncommon thing with some plastics and fuel that has ethanol in it. The only way to know for sure would be to use a mirror or a camera to look at the top of the tank and see if it is coming out around the pump. That should be able to be repaired from inside the car if it is the seal as the Passat has an access panel under the rear seat. It is possible it is a line or fitting as well which is why you need to look at where it is first.
This is something that should be done ASAP to avoid any larger problems in the event it is something worse like a crack forming in the tank itself.

Not a surprise, that is an EVAP flow leak. As you have a fuel leak it is not a surprise as the system looks for a sealed system, once the leak is found and fixed the code should also go away.
