It has been my experience that fuel pumps either work or they don't. A quick way to test to see if your fuel pump is working is to have a helper turn the ignition key to "run" while you have an ear back at the fuel tank. The fuel pump should come on for a couple of seconds to prime the system. If the fuel pump is okay then I would double check the vacuum line attached to the fuel pressure regulator and make sure that it is okay and not leaking. Also, check to see if any fuel is in the vacuum line, as this would indicate that the fuel pressure regulator has a bad diaphragm.
