fuel pressure at 90 psi

fuel pressure high. change regulator, it starts but shuts off. bleed pressure to about fifty starts and runs if keep bleeding pressure.

Sounds like the regulator is faulty or the return line back to the tank is blocked or both. Should be around 45-48 psi. 90 will work the pump to death.

have change pressure regulator remove return line no gas coming out of return line.

figured out fuel rail plug with dirt.

That will do it. but, I will bet it is not dirt as much as fine rust and rubber from the fuel tank and lines. I would plan on replacing or cleaning and sealing the gas tank, then flushing the lines (replace any rubber lines) and you should be okay. What you are seeing is the effect of ethanol on rubber and steel.
